So I have had this issue for quite a while and even posted about it before here with basically no luck at all. But hopefully I can get some sort of help to try and figure out why this is happening.
So basically my Minecraft, only modded Minecraft and even then only some packs, are affected by this issue. I get a constant stuttering when playing, and here is what it looks like on The 1.12.2 Pack: Perfectly Complex. https://imgur.com/a/6dyyysC
I have no fucking clue what the "unspecified" is in the pie chart on the bottom-right, and all I have found is that it is very likely the Java Garbage Collection not doing it's job right. Research for multiple days has made me come to this conclusion.
Here is an image of the pie chart up-close: It spikes to be greater and less than \"gameRenderer\"
Optifine added the Lagometer shown in the bottom-left, and here is the Key to it: Yet it doesn't show what, seems like, White spiking on the Lagometer.
And here is a close-up of the Lagometer for reference, you tell me is the Key helps, for me it doesn't at all. The only thing that might be related to it is the Cyan, for Ticks, spiking, but I am unsure if it causes the fps dropping/lag spikes consistently every 1 second like this, OR if BECAUSE of the lag spikes, the Tick spikes like that.

OptiFine 1.12.2 HD U F6 pre1 (shown) and OptiFine 1.12.2 HD U F5 (both acted the same) and both were installed separately on separate installations after already having the same issues before installing Optifine.

I have played around and tried about a half a dozen different extra Java Arguments to launch the game with and all have done nothing, but I am open to try some more if anybody has a suggestions.
I am hosting a server for friends, and yes it is on a separate computer from the one that is having problems, and It pains me that I cannot have an enjoyable experience because of this, but on Vanilla Minecraft, there is no issues whatsoever for this computer that is having these issues.
I am getting very desperate at this point for a solution and have found nothing. I will answer questions about this in the comments. Thanks for coming to my TED Talk.
