/!\ EDIT : FIXED! Thanks to u/CrackBabyCSGO
who suggested that my GPU wasn't getting enough power I found a Nvidia setting in the Control Panel that allow you to manage the power going to the card and to put the maximum performance like in this screen : http://nvidia.s3.amazonaws.com/aid_3130/adaptive_performance.jpg
WE DID IT REDDIT! /!\
Thank you if you take the time to read my problem !:)
I've been having a problem since I got my new "PNY GeForce GTX 1660 SUPER XLR8 Gaming Overclocked Edition" graphics card. (I had a GTX 970 that stopped working).
When I'm on my desktop / internet / series, I have a part of the screen that "jumps" very briefly, it doesn't even last a second, it happens irregularly (sometimes several times a minute, sometimes nothing for 10 minutes). BUT I do not encounter this problem while playing game. My screen is an AOC 24" LED - 24G2U/BK. I don't encounter this error on my second ASUS PA238 screen but I want to be able to enjoy my main monitor without worries.

I have already done :
-Changing DisplayPort Cable to HDMI
-Uninstalled driver and reinstalled
-Then used Display Driver Uninstaller DDU
-Changed the 16x PCI Express slot graphics card.
-Switch the screen to 60Hz
-Checked FreeSync and Gsync compatibility options in Nvidia settings
-Changed Nvidia settings "Activate G-sync, compability G-Sync" from "Activate for full screen" to "Activate for borderless fullscreen" (I thought it could work since I have no problem while gaming but it's always happening on desktop.)
The bug disappears from my screen if I don't connect it to the 1660 Super graphics card but use the graphics chipset of my CPU instead. As I said the bug is not present if I plug the graphics card on my other screen.
Items in my config that could help :
-Screen: AOC 24" LED - 24G2U/BK - 144Hz
-Second screen : ASUS PA238 - 60Hz
-Processor: Intel Core i7 4790K - 4.0 ~4.4 Ghz
-Cooling: Corsair H60 (Watercooling)
-Motherboard: ASUS Z97-Pro Gamer
-Graphics Card: PNY GeForce GTX 1660 SUPER XLR8 Gaming Overclocked Edition
-RAM: Corsair Vengeance DDR3-1600 CL9 LP 16GB (4 x 4GB)
-Power Supply: Cooler Master G750M 80+ Bronze
-OS : Windows 10 v1909

Temps were staying at 35°C during the test.
I would tend to think that the problem comes from the graphic card I received because with my old graphic card I didn't have this problem. But I truly don't know, could it be the monitor ? Both GPU & Monitor are recent and under warranty but I would take a long time I think and I'm not even sure where is the problem coming from.
Sorry for the long description, I'm available if you have other questions. I thank you in advance for your help and wish you a very good day!
